Статья посвящена изучению теоретических, методологических, законодательных,организационных и институциональных проблем неравномерности развития общин в РА и разработке концептуальных и конкретных механизмов и мероприятий по их разрешению. В работе особое внимание уделено теоретико-методологическим и научно-практическим вопросам, связанным с усовершенствованием политики по сокращению неравномерности развития общин и повышением уровня благоприятствования конкурентной среды в сельских общинах в Республике Армения. Также уделяется особое внимание изучению поучительного зарубежного опыта и перспективам его применения в Армении с учетом местных особенностей. The article provides the analysis of issues related to changes in public management and public administration from planned economy to free market. The role of government is especially emphasized due to various risks that are associated with economic and political reforms. Municipal government is well familiar with the social, economic, cultural and other needs of communities and is therefore more capable to resolve them, considering local conditions and overall requirements related to principles of democratic governance. Therefore, success stories and latest achievements in changes of public administration and municipal management are considered and analyzed in this article. Particularly, a special emphasis is given to the history of forming the foundations of municipal governance in the United States, Italy, Switzerland and other countries.
