В статье обсуждаются теоретические основы расходов государственного бюджета и основные факторы, определяющие направления их формирования и осуществления. Рассмотрены те ограничения, которые существуют при планировании расходов государственного бюджета и представлены их основные проявления.The article discusses theoretical principles of the state budget expenditure, factors that determine expenditure directions and influence implementation. The article addresses the restrictions that exist in the planning of the state budget expenditure and presents main influence areas of these limitations.
