Abstract:

Распространеннию деятельности в сфере теневой экономики способствуют не только высокие налоговые ставки, но и существующая в стране атмосфера низкой налоговой дисциплины. Кроме этого, большое значение имеют также слабое налоговое администрирование и неэффективное управление государственными расходами. Преоделение вышесказанного требует строгого и систематического контроля, а также облегчения налогового бремени. В условиях слабого налогового администрирования облегчение налоговой нагрузки должно сопровождаться упрощением налоговой системы, что позволит усилить налоговый контроль.Not only high tax rates contribute to the shadow economic activities, but also the atmosphere of rakish fiscal discipline in the country, besides that the weak tax administration and inefficient public expenditure management play an important role. Overcoming all of this requires strict and systematic control as well as the tax burden relief. In weak tax administration conditions the tax burden relief must be accompanied by simplification of the tax system, which will give an opportunity to strengthenthe tax control.
