Abstract:

Հայաստանի առկա սոցիալ-տնտեսական պայմանները թելադրում են կատարել այնպիսի հարկային μարեփոխումներ, որոնք ուղղված կլինեն ռեսուրսների արդյունավետ օգտագործման, μնապահպանական խնդիրների լուծման, սոցիալական արդարության սկզμունքի ուժեղացման նպատակներին: Այդ խնդիրների լուծումը պահանջում է սեփականության հարկման գծով օրենսդրական որոշակի μարեփոխումների իրագործում: The current social and economic developments in Armenia stress the need for such tax reforms that are aimed at more efficient allocation of resources; resolving environmental issues; stressing the principle of social justice. Resolving the stated issue several legislative reforms of taxing property ownership are required to be undertaken. The article justifies the peculiarities of discussed taxes and payments, and provides mechanism to improve collection of the mentioned payments and taxes.
