Abstract:

Во время весенней кампании 2016 г., благодаря упорному сопротивлению Армии Обороны (АО) Республики Арцах (РА), в целом удалось сорвать стратегические планы Вооруженных Сил (ВС) Азербайджана, которые возобновили агрессивные военные действия. Однако выявился ряд недостатков и упущений в организации, управлении и тактике, в том числе в обороне и контрнаступлении, боевой подготовке и других областях деятельности ВС РА. Несомненно, эти вопросы стали предметом специального обсуждения руководящих органов и непосредственных военачальников ВС, в результате чего еще в 2016 г. был проведен анализ результатов кампании и составлен план по устранению недостатков. Хотя подобные документыхранятся под грифом «совершенно секретно», можно заметить некоторые показательные факты, которые вызывают сомнения об эффективности принятых мер в АО РА. Неэффективность проявилась в недостаточной подготовке к осенней агрессии 2020 г. и игнорировании очевидных угроз и вызовов.
In the spring campaign of 2016, due to the steadyfest resistance of the Defense Army (DA) of the Republic of Artsakh (RA), in general it was possible to thwart the strategic plans of the Armed Forces (AF) of Azerbaijan, which resumed aggressive warfare. However, a number of shortcomings and omissions in the organization, management, tactics, including defense and counter-offensive strategies, combat training and other areas of activity of the RA DA were revealed. Undoubtedly, these issues have been the subject of special discussion of the governing bodies and direct military commanders of the Armed Forces, leading to the analysis of campaign outcomes as early as 2016 and the formulation of plan to address the shortcomings. Although such documents are inaccessible to us being classified as "top secret", certain revealing facts cast doubt on the effectiveness of measures taken in the RA AO. Ineffectiveness lies in insufficient preparation for the fall aggression of 2020 and ignoring obvious threats and challenges.
