Abstract:

Երևանի կայուն ու համաչափ զարգացման մասին խոսվում է ամեն առիթով։ Սկսած գլխավոր հատակագծից ու վերջացրած մատուցվող ծառայություններով՝ Հայաստանի Հանրապետության մայրաքաղաքը տեղական ինքնակառավարման համակարգում պետք է լինի ոչ միայն առաջամարտիկ, այլև օրինակելի ու նորարարական միտումներ թելադրող։ Իհարկե, պատահական չէ, որ, որպես տեղական ինքնակառավարման մոդելով կենսագործվող միավոր, Երևանն ունի ՏԻՄ առանձին օրենք, որն ընդգծում է մայրաքաղաքի կարևորության աստիճանը։
Устойчивое и сбалансированное развитие Еревана обсуждается при каждом удобном случае. Начиная с генерального плана и заканчивая предоставляемыми услугами, столица Республики Армения должна быть не только пионером в системе местного самоуправления, но и образцовым примером, а также законодателем инновационных тенденций. Конечно, не случайно, что, будучи единицей, функционирующей по модели местного самоуправления, Ереван имеет отдельный закон о местном самоуправлении, который подчеркивает важность столицы.
The sustainable and balanced development of Yerevan is discussed on every occasion. Starting from the master plan and ending with the services provided, the capital of the Republic of Armenia should be not only a pioneer in the local self-government system, but also an exemplary model and a dictator of innovative trends. It is no coincidence that, as a unit operating according to the local self-government model, Yerevan has a separate law on local self-government, which emphasizes the importance of the capital. However, it should be noted that this law is, in principle, an analogue of the main Law on Local Self-Government of the Republic of Armenia, while also making it possible to improve the legislation governing the capital without undermining either national or international standards and principles of local self-government. The paper attempts to answer the question of whether the Law on Local Self-Government of Yerevan is consistent with the current challenges facing capital cities striving to keep pace with modern trends.
