Հոդվածում քննարկվում են սահմանադրական փոփոխությունների ընթացակարգերի արդյունավետության խնդիրները: Այն հատկապես կարևոր է, երբ փոփոխություններն առնչվում են իշխանության համակարգի փոփոխությանը և առավել ակնառու դրսևորումներ ունի հատկապես հետխորհրդային տրանսֆորմացիայի ժամանակ: Վենետիկի հանձնաժողովում քննարկված դեպքերը վկայում են, որ իշխանության թևերի միջև լիազորությունների վերաբաշխմանն ուղղված սահմանադրական փոփոխությունների արդյունավետության տեսակետից հիմնական մարտահրավերը կապված է փոփոխությունների իրականացման ընթացակարգի ճկունության և կոշտության միջև ճիշտ հավասարակշռության որոնման հետ:
The article discusses the issues on the efficiency of constitutional amendment procedures. It gains particular importance in case those changes are related to that of power system and it is most clearly manifested during post-Soviet transformation. The cases observed in Venice Commission indicate that the major challenge with regard to the efficiency of constitutional amendments directed to the redistribution of powers between branches of power is to find the right balance between flexibility and rigidity in the scope of amendment procedures.
