Abstract:

Բազմակուսակցական համակարգի արդյունավետությունը զգալիորեն կախված է համակարգի ինստիտուցիոնալացման մակարդակից, որն ունի երկու բաղադրիչ` կուսակցական համակարգի ինստիտուցիոնալացում (ԿՀԻ) ու կուսակցությունների ինստիտուցիոնալացում (ԿԻ): Դրանց ուսումնասիրության համար կիրառվում են ինստիտուցիոնալացման մակարդակի գնահատման տարբեր մոդելներ, չափանիշներ ու ցուցիչներ: Այդուհանդերձ, քանի որ անցած դարի 90-ականների վերջում պարզ դարձավ, որ հետխորհրդային տրանսֆորմացիայի երկրներում ժողովրդավարության և, մասնավորապես, բազմակուսակցական համակարգի կայացումն ունի էական առանձնահատկություններ ու բարդություններ, այդ չափանիշների ու ցուցիչների կիրառումը հետխորհրդային երկրների դեպքում արդյունավետ չէ: Պատահական չէ, որ 2000-ականներց սկսած նկատելի է հետխորհրդային տրանսֆորմացիայի երկրների բազմակուսակցական համակարգերի ուսումնասիրությունների կտրուկ աճ: Այդ բարդությունների բացահայտումն ու բազմակուսակցական համակարգերի ուսումնասիրման մոդելների ու չափանիշների լրամշակումը հնարավորություն կտա զգալիորեն մեծացնելու ուսումնասիրությունների արդյունավետությունը:
The efficiency of the multi-party system significantly depends on the system institutionalisation level, which has two components: party system institutionalisation (PSI), and institutionalisation of political parties (IPP). Different models, criteria and indications for the evaluation of their institutionalisation levels are used for their study. Nevertheless, in the late 1990s it became clear that in post- Soviet transformation countries the establishment of democracy and, in particular, multi-party systems have essential features and difficulties, and that the employment of those criteria and indicators is ineffective. It is no coincidence that a sharp increase in the study of multi-party systems in post-Soviet transformation countries has been evident since 2000. The revelation of those difficulties and the revision of models and criteria for the evaluation of multi-party systems will significantly increase research productivity.
