Abstract:

Հոդվածում ուսումնասիրվում են քաղաքական խոսույթի հիման վրա վարչակարգերի գնահատման հեռանկարները՝ գնահատման արդյունքների ճշտության մեծացման տեսակետից: Խնդրի արդիականությունը պայմանավորված է այն հանգամանքով, որ նոր աշխարհակարգի ձևավորման նպատակով մրցակցության խորացման և ժողվրդավարական քաղաքական խոսույթի կեղծ կիրառումների հետևանքով առաջացող նոր մարտահրավերների պայմաններում գնահատման դասական մեթոդների արդյունավետությունը նվազում է: Հետազոտության արդյունքները ցույց են տալիս, որ թեև առկա են քաղաքական խոսույթի կիրառմամբ վարչակարգերի բոլոր երեք տեսակներին պատկանող դեպքերի ուսումնասիրություններ, սակայն դրանք չեն բացահայտում հետխորհրդային տրանսֆորմացիայի երկրների վարչակարգերի գնահատման նպատակով քաղաքական խոսույթի կիրառման առանձնահատկություններն ու օրինաչափությունները: Այդ խնդրի լուծման նպատակով առաջարկվում է քաղաքական խոսույթի հիման վրա գնահատել հետխորհրդային տրանսֆորմացիայի երկրների վարչակարգերը՝ լիակատար ընդգրկմամբ: Այդ արդյունքների հավաստիությունը կարող է նահատվել՝ համեմատելով դասական մեթոդներով կատարված գնահատման արդյունքների հետ:
The article explores the prospects of regime assessment based on political discourse in terms of increasing the accuracy of assessment results. The urgency of the issue is conditioned by the decrease in the efficiency of classical assessment methods. This happens due to new challenges resulting from deepened rivalry and flawed practices of democratic political discourse for the formation of new world order. The research results show that whereas there are case studies on all three types of regimes based on political discourse, they do not reveal the peculiarities and patterns of the use of political discourse for assessing the regimes of post-Soviet transformation countries. To this end it is proposed to assess the regimes of post-Soviet transformation countries based on political discourse with full range. The accuracy of the results can be best evaluated while comparing them with those obtained using classical assessment methods.
