Abstract:

Культурные ценности на протяжении длительного исторического периода являлись не только объектами почитания народов, но и основным трофеем для воюющих сторон. Ситуация изменилась в середине XIX века, когда в Европе на основе определенных правовых норм был наложен запрет на уничтожение памятников истории и культуры. На сегодняшний день мировым сообществом разработан ряд международно-правовых документов, охраняющих памятники мирового культурного наследия. During our long historical period, cultural values were not only the subject of nations` admiration and worship , but also the main trophy for warriors and conquerors. During wars it was a common rule to destroy, plunder other nations cultural heritage, instead of saving and protecting it. Everything changed in the mid -19thcentury, when in Europe a common legal norm was admitted, due to which seizure and destruction of literature, artworks and other cultural values , was banned . After these norms the international community displayed special attention to all these treasures, by giving them special legal status, thanks to it many cultural values found their safe shelter within international legal documents.
