Abstract:

В статье сделана попытка проанализировать общую среду безопасности ХХ1 века, формирующие ее основные иррациональные факторы и взаимодействие этих факторов, которые являются краеугольным камнем мышления нового века. Затронуты вопросы реализации оборонных реформ на основе нового оборонно – безопаснocтного мышления в РА и вопросы реагирования на трансформацию среды безопасности с учетом исключения негативного эффекта неожиданности.The article attempts to analyze the overall security environment of the 21st century, forming its core irrational factors and their interaction, which are the cornerstone of the thinking of the new century. Defense reforms implementation issues based on a new defense –secure thinking in the RA and issues of response to the transformation of the security environment excluding the negative effect of unexpectedness are discussed.
