Հոդվածը քննության է առնում ծովային ելք չունեցող զարգացող երկրների բազմակողմ համագործակցության առանձնահատկությունները: Քննարկվում են տարանցման պայմանների բարելավման հարցում ցամաքով շրջափակված երկրների հավաքական ազդեցության իրավաքաղաքական սահմանափակումները, համեմատվում` միջազգային տարբեր հարթակներում այս երկրների փոխգործակցության ինստիտուցիոնալ հիմքերը: Հոդվածը ներկայացնում է ՄԱԿ-ի շրջանակներում գործող` ծովային ելք չունեցող զարգացող երկրների խմբի աշխատանքներում Հայաստանի ներգրավման արտաքին քաղաքական նշանակությունը:
Common geographical feature – the lack of maritime access is the only factor, unifying the 32 landlocked developing countries (LLDCs), which represent different civilizations, with distinct levels of economic development and separate foreign policy priorities. The paper discusses the limits of cooperation between those countries on multilateral platforms. LLDCs have institutionalized their cooperation in the United Nations, while they still lack a formal negotiating group in the WTO. Bilateralism within the group of LLDCs does not stand out with particular partnership as members pursue different, sometimes incompatible interests. The group’s attention is primarily directed at achieving best terms for its members within international “soft law” mechanisms, which offer no tools to solve the transit barriers faced by some LLDCs. Landlocked economies are especially vulnerable amid COVID-19 outbreak. The support by international community to LLDCs will be tangible in terms of financial flows to overcome the socio-economic impacts of the pandemic, whereas transit freight transport maintenance depends on bilateral agreement with transit countries.
