Abstract:

Рассмотрены геополитические основы категории “транспортная безопасность”. Определены основные геостратегические проблемы развития системы транспортной безопасности Республики Арцах. Выявлены базовые угрозы и риски транспортной безопасности Арцаха, обусловленные статусом непризнанного государства. Проведен ретроспективный анализ транспортного развития Арцаха. Показана геостратегическая и транспортно-логистическая значимость “семи районов”. Выявлены наиболее перспективные направления транспортно-логистического развития Арцаха на современном этапе. Отдельно изучены перспективы развития гражданской авиации и проблемы эксплуатации аэропорта в Степанакерте. Установлено, что признание суверенитета Республики Арцах во многом должно быть следствием внутреннего институционального и инфраструктурно-экономического развития республики. Доказано, что непрерывная модернизация и диверсификация системы транспортной безопасности являются базовым условием пространственного развития государства.
The geopolitical foundations of the category “transport security” are determined. The main geostrategic problems of the development of the transport security system of the Republic of Artsakh are considered. The basic threats and risks of transport security of Artsakh, due to the status of an unrecognized state, are identified. A historical and retrospective analysis of the transport development of Artsakh is carried out. The geostrategic and transport-logistical significance of the “seven districts” is shown. The most promising areas of transport and logistics development of Artsakh at the present stage are identified. The prospects for the development of civil aviation and the problems of operating the airport in Stepanakert are separately studied. It is established that recognition of the sovereignty of the Republic of Artsakh should largely be a consequence of the internal institutional, infrastructural and economic development of the republic. It is proved that continuous modernization basic condition for the spatial development of the state. and diversification of the transport security system is a basic condition for the spatial development of the state.
