Abstract:

За два с половиной года существования Республики Армения (1918-1920 гг.) государство добилось не только международного признания в сложных внутренних и внешних условиях, но и установило активные дипломатические отношения со многими странами. В статье проанализированы армяно-персидские межгосударственные отношения, которые не ограничивались только дипломатическим представительством. Армяно-персидские отношения были особенно развиты в экономике и вопросах размещения беженцев. Действуя в тяжелой социально-экономической ситуации, республика находилась в окружении враждебных государств и более чем нуждалась в укреплении связей с Персией. Тем более, что последнюю интересовали вопросы вывоза нефти через территорию Армении. Поэтому совпадение экономических интересов двух стран привело к том, что с 1918 г. они стали активно сотрудничать в торговой сфере. Была также проделана большая работа по размещению беженцев. Овсеп Аргутян, назначенный полномочным представителем республики, пытался системно решать эти проблемы. Персидское правительство действительно внесло большой вклад в помощь армянским беженцам, оно активно содействовало армянскому правительству в имевшейся сложной ситуации. Персидские армяне стали важным источником финансовой помощи родной стране, и хотя налаженное экономическое сотрудничество не было оформлено договорами и иногда встречало препятствия, оно положительно сказывалось на внутренней жизни Армении и сохранилось даже в советский период.
During the two and a half years of the existence of the Republic of Armenia (1918-1920), the state not only achieved international recognition in difficult internal and external conditions, but also established active diplomatic relations with many countries. The article analyzes the Armenian-Persian interstate relations, which were not limited to diplomatic representation. Armenian-Persian relations were especially developed in the economy and questions of the accommodation of refugees. Acting in a difficult socio-economic situation, the republic was surrounded by hostile states and more than needed to strengthen ties with Persia. Moreover, the latter was interested in the issues of exporting oil through the territory of Armenia. Therefore, the coincidence of the economic interests of the two countries led to the fact that since 1918 they began to actively cooperate in the trade sphere. A lot of work has also been done to accommodate refugees. Hovsep Arghutyan, appointed as the plenipotentiary representative of the republic, tried to systematically solve these problems. The Persian government really made a great contribution to helping the Armenian refugees, it actively assisted the Armenian government in the difficult situation. Persian Armenians became an important source of financial assistance to their native country, and although the established economic cooperation was not formalized by agreements and sometimes met with obstacles, it had a positive effect on the internal life of Armenia and was preserved even in the Soviet period.
