В XVI – XVIII вв. Киликия подпала под власть различных туркменских племен. Реальная власть в стране находилась в руках таких племен и разбойничьих группировок, каковыми являлись рамазаниды, караманцы, а позднее – джалали и т. д. Османские власти довольствовались лишь фактом признания своего господства. Однако в рассматриваемый период в Киликии сохранялись элементы армянской светской власти. In the 16-18th centuries, Cilicia was under the power of diverse Turkmen tribes. The real power in the country was in the hands of numerous tribes and bands such as ramazadins, karamantses, later jalalis and others. The Ottoman authorities often did not take any steps and were satisfied only with the fact of recognition of their supremacy. Despite all these things, fragments of Armenian secular power kept their presence during the mentioned period. The evidence of the fragments of secular power in Cilicia dates back to late medieval period.
