Abstract:

Սույն հոդվածում քննարկվում են բարձր տեխնոլոգիաների առաջընթացի պայմաններում ժողովրդավարության թվայնացման միտումները, էլեկտրոնային ժողովրդավարության ձեւավորման նախադրյալներն ու արդի շրջանում անցումը համալրված ժողովրդավարությանը։ Փորձ է կատարվում վերլուծելու առաջիկա տարիներին ժողովրդավավական համակարգի փոխակերպումը, այն վտանգներն ու սպառնալիքները, որոնք թաքնված են այդ փոխակերպման հիմքում եւ այն հարցերը, թե ինչպես կարելի է նվազեցնել դրանց ռիսկերն ու ազդեցությունը։ Մեծ տվյալների վրա հիմնված ալգորիթմների կիրառումը կարող է քաղաքական գործընթացներում ներմուծել առավել արդիականացված մանիպուլյացիոն «խելացի» մեխանիզմներ, որոնք էլ իրենց հերթին առավել լուրջ սպառնալիք կդառնան ժողովրդավարական ինստիտուտի կայացման համար։
В данной статье обсуждаются тенденции цифровизации демократии в контексте развития высоких технологий, предпосылки для формирования электронной демократии и перехода в дополненную демократию в современное время. Делается попытка проанализировать трансформацию демократической системы в ближайшие годы, опасности и угрозы, которые стоят за этой трансформацией, вопросы о том, как уменьшить их риски и последствия. Использование алгоритмов больших данных может привести к появлению более модернизированных «умных» механизмов манипулирования политическими процессами, что, в свою очередь, станет более серьезной угрозой для создания и становления демократических институтов.
This article discusses the trends of digitalization of democracy in the context of the development of high technologies, the prerequisites for the formation of e-democracy and the transition to augmented democracy in modern times. An attempt is made to analyze the transformation of the democratic system in the future, the dangers and threats that lie behind this transformation, the questions of how to reduce and mitigate their risks and consequences. The use of big data algorithms can lead to the emergence of more modernized "smart" mechanisms for manipulating political processes, which, in turn, will become a more serious threat to the creation and development of democratic institutions.
