Abstract:

Although constructive and positive relations were established between the First Republic of Armenia and Persia during 1918-1920, as well significant efforts were made to strengthen them and actively cooperate, especially in the trade and economic sphere, the Persian government seemed to be in no particular hurry to officially recognize Armenia's independence. The independence of Armenia was officially recognized by Persia only after the Allied peacemakers recognized the Republic of Armenia as a de facto independent state on January 19, 1920. Connecting the official recognition of the independence of Armenia by Persia to the end and results of the Paris Peace Conference could be conditioned, on the one hand, on the almost absolute dependence of Persia on England during the period under discussion, on the other hand, on the fact that this state itself submitted a memorandum to Peace Conference, in which the territorial claims included nearly all the territories of the republics of Armenia and Azerbaijan. On the last point, in particular on the presentation of a memorandum to the Paris Peace Conference and the inclusion of all of territories of former Transcaucasian khanates in it, existed certain disagreements between the Minister of Foreign Affairs Ali Quli Khan Moshavor ol-Mamalek, who delivered the memorandum to Paris, and Vosuq od-Dowleh, Prime Minister of the Persian government in Tehran, but it is a fact that in the official letter of the Persian government, sent by the consul in Yerevan to the Prime Minister of Armenia Alexander Khatisyan on June 18, 1919, the question of the official recognition of the independence of Armenia by Persia was, in fact, diplomatically rejected and given to the decision of the Paris Peace Conference.
