Abstract:

Գիտության և տեխնոլոգիական գերազանցության կառավարման համակարգի արդյունավետությունը կախված է որոշող գործոնների արդյունավետությունից: Դրանց թվում են` կրթության ենթահամակարգի արդյունավետության գործոնը, բարձր որակավորում ունեցող կադրերի պատրաստումը, տեխնոլոգիական գերազանցության իրավական աջակցության գործոնը` իրավական ակտերի, օրենքների և այլն, նյութական և բարոյական խթանների ենթահամակարգի գործոնը, ինչպես նաև տեխնոլոգիաների փոխանցման պարադիգմի գործոնը, R&D արդյունքների առևտրայնացման գործոնը, ներառյալ արտոնագրերի և գյուտերի հեղինակային իրավունքների գրանցումը:
The efficiency of the science and technology management system depends on the efficiency of the factors that determine its development. Among them are the factors of the effectiveness of the subsystem of education, development of highly qualified personnel (doctoral students), the factor of legal support of technological superiority, a set of legal acts, laws, government decrees, etc., factors of the subsystem of financial and moral incentives, as well as the factor of the paradigm of technology transfer, including commercialization of R&D results, registration of patents and copyright for inventions.
