Abstract:

Проблема бедности является одной из самых широко обсуждаемых тем в политике и науке во всех странах мира. Создается впечатление, что о ней уже все сказано, и вопрос о бедности если и может еще стоять, то скорее в плане разработки практических мер по борьбе с ней, чем с точки зрения анализа ее сущности, причин и основных проявлений. Тем не менее можно утверждать, что это далеко не так. В последние десятилетия очень часто обсуждается феномен «новой бедности», много говорят о «новых бедных» группах населения. Термин «Новая бедность» имеет многозначное выражение, оно описывает ряд различных явлений, связанных с изменениями восприятия самой бедности. Это словосочетание используется исследователями разных областей, почему бы и не журналистами, а восприятие этого понятия зависит от конкретного контекста. Словосочетание «новая бедность» появилось в последние десятилетия и по-разному воспринимается в разных странах и в разное время.
The problem of poverty is one of the most widely discussed topics in politics and science in all countries of the world. One gets the impression that everything has already been said about it, and the issue of poverty, if it can still stand, is more likely in terms of developing practical measures to combat it than in terms of analysis of its essence, causes and main manifestations. However less can be argued that this is far from the case. Purpose of the article: The purpose of this study is to reveal the concepts of "new poverty" and "new poor", to give its definitions by different authors, to study the features of the manifestation of this segment of the population in different countries of the world, in particular, in the Republic of Armenia. To achieve this goal, the article set the objective to identify the relevant groups of "new poor" in the Republic of Armenia.
