Abstract:

Հոդվածի նպատակն է ուսումնասիրել Հայաստանի և Թուրքիայի մասնակցությամբ որակավորված արդյունաբերական գոտիների (Qualified Induestrial Zones, ՈԱԳ) ստեղծման և զարգացման իրավական, քաղաքական և տնտեսական ասպեկտները։ Նման հատուկ տարածքների գոյությունը, որտեղ տեղակայված ընկերությունները համապատասխան ապրանքատեսակներ են արտադրում և առանց մաքսատուրքերի արտահանում են ԱՄՆ շուկա, կարող են խթանել առևտրատնտեսական զարգացումև ու մասնակից երկրների միջև առկա քաղաքական խնդիրների լուծումը։ Որպես օրինակ, հոդվածում քննարկվում է ԱՄՆ-Հորդանան-Իսրայել և ԱՄՆ-Եգիպտոս-Իսրայել ՈԱԳ-ների փորձը, վերլուծվում է, թե արդյո՞ք այս նախադեպերը կարող են արդյունավետ մոդել ծառայել Հայաստանի և Թուրքիայի համար՝ տարածաշրջանային տնտեսական համագործակցության միջոցով երկկողմ հարաբերությունների կարգավորումը խթանելու համար։
The purpose of the article is to study the legal, political and economic aspects of the establishment and development of qualified industrial zones (QIZ) with the participation of Armenia and Turkey. The existence of such special areas that host companies producing goods granted duty-free access to the US markets can promote the development of trade and economy as well as the solution of political problems between participating countries. The article focuses on the experience of US-Jordan-Israel and US-EgyptIsrael QIZs and analyzes whether the cases presented can serve as an effective model for Armenia and Turkey in terms of normalization of bilateral relations through regional economic cooperation.
