Ժողովրդավարացումը որպես պետության կազմակերպման ուղի ընտրած հետխորհրդային երկրներում ոչ գծային բնույթ ունեցող այդ գործընթացքի դինամիկայի վրա ազդող գլխավոր գործոններից մեկը ընտրական ինստիտուտի արդյունավետությունն է: Հոդվածում քաղաքական մասնակցության և քաղաքական խոսույթի ենթատեքտում ուսումնասիրվել են Հայաստանում 1991-2013թթ. տեղի ունեցած ընտրական գործընթացները և բացահայտվել են ընտրական ինստիտուտի զարգացման դինամիկան, բնութագրիչ կողմերը, ինչպես նաև կայացման խոչընդոտները: Այդ ինստիտուտը կայուն չէ և ունի կոնֆլիկտային բնույթ, քաղաքական ուժերը հիմնականում անձնավորված են և չունեն գաղափարական տարբերություններ: Հետխորհրդային երկրներում ընտրական ինստիտուտի գործունեության բարելավման և դրա նկատմամբ հասարակական վստահության վերականգնման հիմնական քայլերն ուղղված են օրենսդրության բարելավման և կառուցվածքային փոփոխությունների ուղղությամբ, մինչդեռ առաջնային են բազմակուսակցական համակարգի կայացումն ու հասարակական գիտակցության մեջ համապատասխան արժեքների արմատավորումը:
In the Post-Soviet countries, the process of democratization does not happen smoothly, and it gives rise to various conflicts, rarely engaging consensual political processes. The electoral institute as one of necessary elements of the electoral political culture, plays a very important role in the formation of political process. Nowadays, the study of the democratization process, excluding electoral institute is impossible, because this institution is one of the main catalysts of democratization. From this perspective, in the context of political participation and political discourse, we examines the electoral processes in Armenia from 1991 to 2013, identifying the problems, the dynamics and the characteristics of the electoral institute in Armenia. The electoral institute in Armenia is not stable and has a conflict nature, mainly the political forces are personalized and have no ideological differences. All these processes have a negative impact on the functioning of the electoral institute, which is essential for the democratization and development of civil society. To improve the functioning of the electoral institute and to restore public confidence in it, except for legislative reforms that make power, we must also raise the level of political consciousness of the political forces and society.
