Արևմտյան Հայաստանում ռեֆորմների հարցի շուրջ Անտանտի և Եռյակ միության երկրների միջև մղվող դիվանագիտական պայքարը 1913 թ. ամռանը ձեռք էր բերել նոր ուրվագծեր։ Ռուսական դիվանագիտության անհաջողություններն ինչպես Ենի-Քյոյի խորհրդակցությունում, այնպես էլ Ադրիանուպոլսի հարցում Ռուսաստանին ստիպեցին նոր, կոնստրուկտիվ մոտեցումներ փնտրել Արևմտյան Հայաստանում ռեֆորմներ իրականացնելու պայքարում։ The diplomatic struggle conducted between the Triple Entente and the Triple Alliance as regards the reforms in West Armenia had acquired some new outlines in the summer of 1913. The failures of Russian diplomacy at the consultation at Yeni-Keoy as well as in the matter of Adrianopolis obliged Russia to look for new constructive approaches in the struggle for the realization of reforms in West Armenia.
