Мартовский (1989 г.) Пленум ЦК КПСС, посвященный обсуждению аграрной политики партии, по-новому оценил состояние сельского хозяйства нашей страны, разработал ряд конкретных мер по повышению инициативы тружеников села. The March, 1989, plenum of the central committee of the party especially discussed the agrarian policy, it estimated in a new way the state of agriculture and worked out a number of concrete ways and means to enhance the initiative of the peasant so as to revive the psychology of the owner in him.
