Abstract:

The article deals with a problem of access to higher education of disabled st udents in the countries of the European Union. The realities of access are invest igated at two levels: а) general recommendations of the Council of Europe; b) realities of physical access to Inst itution of higher education in the certain countries-members of the European Union. It is the ways of realization of access to higher education and unsolved problems are diff erentiated in the scientifi c work.
