In the Transcaucasus, in view of the full disclosure of the activities of the Allied military-political representatives in Armenia, it is possible to cover the activities of the British High Commissioner Colonel Claude Bayfield Stokes. After making a decision at the beginning on the withdrawal of British troops from the Transcaucasian region in 1919, he became the representative of the Allied High Commissariat in Baku. C. Stokes was born in India and acted as a staff spy in different countries, in 1907-1911 he was a British military attache in Tehran, and during the First World War he served in the intelligence department of the General Staff of the British Indian Army. Stokes, like many British officers in the «Indian Service», knew Russia well, its intentions in the Middle East, and its attitude toward Azeris, and was a staunch supporter of Azerbaijan's and Georgia’s independence.
