Abstract:

В статье впервые вводится в научный оборот монография одного из видных представителей армянской экономической мысли начала прошлого столетия Бахши Ишханяна «Значение и история деятельности иностранцев в России» (на немецком языке). Показывается двойственность взглядов Б.Ишханяна на явления: с одной стороны, приход иностранцев рассматривается в качестве стимула экономического развития, с другой стороны, указывается на барьеры в существующих экономических отношениях, препятствующие реализации этого потенциала. The article is the first attempt to circulate among the scholars the book of Bakshi Ishkhanian, one of the prominent scholars of the Armenian economic thought in the beginning of the 20th century, titled “The Nature and History of Alienage in Russia” (Wesen und Geschichte des Ausländertums in Russland in German). The article illustrates the double approach to various phenomena in the views of Bakshi Ishkhanian. On the one hand, Ishkhanian considered the entry of aliens a mission to economic development, and, on the other hand, he discussed obstacles and barriers to accomplish that mission in the light of the existing economic relations.
