 abstract={После смены власти в Республике Армения 2 декабря 1920 г., взявшая на себя руководство Коммунистическая партия Армении начала подчинять себе все ветви власти – исполнительную, законодательную, судебную, а также местную. Руководство КП(б)А назначало и увольняло руководящих деятелей вышеназванных органов, производило административно-структурные изменения, создавало необходимые для управления органы или распускало их. Несмотря на то, что с правовой точки зрения высшим органом власти Советской Армении был съезд Советов (в промежутке между ними – ЦИК), с политической точки зрения, реальным хозяином власти была КП(б) Армении со своими съездами, пленумами, председательством и Секретариатом ЦК. Принимая различные законы, КП(б) Армении также начала придавать правовой вид своему принципу руководства. Э та система, сформировавшаяся в начале 1920-х годов, не изменилась и в последующие десятилетия, а стала лишь более усовершенствованной и устойчивой. After the transition of power in the Republic of Armenia on the 2nd of December the Communist (bolshevik) Party of Armenia took the rule of the executive, judicial and legislative branches of the government as well as the local government. The Communist (bolshevik) Party of Armenia appointed and dismissed the leading figurers of the above-mentioned branches of the Government, made managerial and structural changes, created institutions necessary for governing, or dissolved them. Though the Congress of Soviets of Armenia was the supreme authority from the legal point of view (between them - Central Executive Committee), from the political view it was the Communist (bolshevik) Party of Armenia with its conferences, plenum, presidency, and secretariat of the Central Committee. Setting different laws the Communist (bolshevik) Party of Armenia made its rule legal. This system created in the early 1920s didn’t change in the following decades, however, it has become more elaborated and sustainable.},
