 abstract={Невозможно представить современный мир как без существующих, так и будущих инноваций, выводящих мировое сообщество на более высокую ступень развития. Инновации стали мощным звеном во всех секторах экономики, основным двигателем экономического и социального развития. Они не только дают возможность повысить уровень жизни населения, решать социальные и экологические проблемы, но также являются краеугольными камнями геополитической, военной, экономической мощи и независимости стран. Знание процессов инновационного развития, создания инновационных технологий, факторов, влияющих на них, существующих в них проблем, необходимо для формирования обоснованной государственной политики, позволяющей избежать препятствий возникающих при этой деятельности, обеспечить широкое распространение инновационной деятельности. It is impossible to imagine the modern world without both existing and future innovations, which lead the world community to a higher stage of development. Innovations have become a strong link for all sectors of the economy, they have become the main driving force of economic and social development. Not only do they provide an opportunity to raise the living standards of the population, to solve social and environmental problems, but they are also key cornerstones of the countries' geopolitical, military-economic power and independence. Knowledge of the processes of innovation development, creation of innovative technologies, the factors influencing them, the problems existing in them is necessary for the formation of a well-founded state policy, which can avoid obstacles arising during that activity, ensure the wide spread of innovation activities.},
